[0973] Battle for Qinling - no Chinese mobile AA

Description:
The Chinese faction does not have any mobile AA (Type 95) in Battle for Qinling on Standard layout and Alternative layout, either at the start of the game or after their 10 minute spawn time has passed, even though it is on the map asset file. They used to be there on previous versions but they don't show up anymore for some reason.
Steps to Reproduce:
Load Battle for Qinling Standard layout and Alternative layout.
Tested On:
Battle for Qinling AAS-64, New Era Warfare, v0.973;
Battle for Qinling AAS-64, local server, v0.973;
Battle for Qinling AAS-32, PRTA SISU, v0.973;
Battle for Qinling AAS-32, local server, v0.973.
