This issue occurs when your registry is not set up correctly. Common issues that cause this is copying/moving BF2 folders, registry cleaners, system restores, and installing different versions of PR. Your debug report says you have 32 bit windows 7, so download the 32 bit fix from above link, unzip, right click the .reg file , run as admin. And that should allow you to then install PR:Vietnam installation files you already downloaded. That will have you up and running.
All the fix does is change one key value in your registry.

You can do this manually if you prefer, we provide the .reg file to allow those not comfortable or familiar with registry editing to get this done quickly.
