The Camp Bastion runway would look stupid unless your making Camp Bastion so there is really no point in me uploading it, only things that would be useful for anyone making these would be the textures/info that goes with it.
You need to find a modeller to make a new runway for your map, and try and base it on a realistic runway layout
As a place holder you can use the old runways, which are in staticobjects/pr/destroyable/runway/ or something like that (going from memory here) but you really need to start planning now on getting a new runway made with the new system.

Just FYI you don't really need a helicopter runway in PR since we can't simulate altitude/hot climate conditions that make a runway essential for many helis to take off in Afghanistan but it is a good thing to make for immersion if your basing your base on a real base etc
Will post up some info on making the new airbases since I've been asked about it a bit recently.

Grober your best bet now would be to get a layout of the airbase you need, even better one that the modeller can simply put on viewport background and model off it right away.
Then you have better chnace to get someone working on it.

Ye, when I made Bastion I first took a plan of the real Bastion Airport I umm, had and made some edits in PS, then assigned it as my viewport BG in max and worked on top of it
