The issue is that I have very low volume and a high pitch squeal on TeamSpeak, Mumble, and in-game. In, in-game voip, I've heard it sounds like a beep. Basically anything that uses a mic has this issue.
I've tinkered with the control panel settings, teamspeak settings and in-game settings by turning echo cancellation, mic boost, default devices on and off. I've seemed to exhausted every known possibility that I could think of. I'm knowledgeable of this stuff to a pretty fair degree.

System Specs:
New $20 stereo microphone (Don't laugh, I've used them in the past and have never had issues.)
I have a Gateway GM5626 Desktop
Windows Vista 32bit. (<<<Hate it)
Intel Pentium Dual E2180 2.00Ghz
OnBoard Sound-AVerMedia M791 PCIe Combo NTSC/ATSC (no known mic jack)
SigmaTel High Definition Audio Codec-Driver Version 6.0.6002.18005 (seems to be the issue) I cannot find an updated or replacement driver for this. Have rolled the driver back in device manager as well.

The SigmaTel is accessed through the front microphone jack.

In sound properties I have "SigmaTel Mic Input" selected as default device in recording devices.
Speakers (L/R Stereo) are set as default in playback devices.

This is driving me bonkers. I did not have this issue a year ago. I imagine it is a windows update issue.
I beg of you. Please help if you know this issue, or would enjoy helping me figure it out. I've searched far and wide and cannot figure it out.

Grab any audio recording program you want, or use the "sound recorder" program that comes with windows.
Record your self using the mic.
Playback.
See if it's local.

Try your rear panel mic connector and record again.

There are audio in and audio out cables inside the PC going form the front panel to the motherboard headers, check those are a tight connection, no dust, etc. Not easy for those of us with big hands, tweezers help.

Can't find the drivers, but there is updated drivers from 2010 floating about out there for your mobo and vista32.

I really appreciate this help.

What do you mean to "see if it's local"?
I tried the rear port that I think is the mic input, but got nothing from it, even after changing devices in the sound options.
I checked the inside connections and the problem is still there.
I know that this can potentially do bad things if I do it wrong, so I just want to make sure I have this right.
Is this the driver?

I looked at majorgeeks.com and could not find the driver.

If only I had the money for a new sound card. Times are tough.

To do this safely,

quickly download this and install:
BooZet Freeware | Double Driver - backup and restore installed drivers

run it, backup your audio drivers.

Next steps:

Go to Device Manager (Right click My Computer, select Manage)
Select Device Manager in left column
Find your Sound, Video and Game Controllers submenu
expand that, look for your audio driver.
First, right click on the Sigmatel audio driver and try "Update drivers"
IF you find an update, you are in luck.
Second, Double click click the Sigmatel ,
Try Rollback Driver option.
If not,
Third option,
Delete the Driver and reboot.
When you reboot, the New Hardware Found Wizard should start, let it run.
If it finds an updated driver, good.
IF not, direct it to your backup driver from the Boozet DoubleDriver backup to reinstall your driver.

If not the audio drivers, it could be physical hardware, ... it happens often as mobos age.
