Microphone low volume/high pitch squeal.

The issue is that I have very low volume and a high pitch squeal on TeamSpeak, Mumble, and in-game. In, in-game voip, I've heard it sounds like a beep. Basically anything that uses a mic has this issue.
I've tinkered with the control panel settings, teamspeak settings and in-game settings by turning echo cancellation, mic boost, default devices on and off. I've seemed to exhausted every known possibility that I could think of. I'm knowledgeable of this stuff to a pretty fair degree.
System Specs:
New $20 stereo microphone (Don't laugh, I've used them in the past and have never had issues.)
I have a Gateway GM5626 Desktop
Windows Vista 32bit. (<<<Hate it)
Intel Pentium Dual E2180 2.00Ghz
OnBoard Sound-AVerMedia M791 PCIe Combo NTSC/ATSC (no known mic jack)
SigmaTel High Definition Audio Codec-Driver Version 6.0.6002.18005 (seems to be the issue) I cannot find an updated or replacement driver for this. Have rolled the driver back in device manager as well.
The SigmaTel is accessed through the front microphone jack.
In sound properties I have "SigmaTel Mic Input" selected as default device in recording devices.
Speakers (L/R Stereo) are set as default in playback devices.
This is driving me bonkers. I did not have this issue a year ago. I imagine it is a windows update issue.
I beg of you. Please help if you know this issue, or would enjoy helping me figure it out. I've searched far and wide and cannot figure it out.
