i create a local server with bots in both teams, then i spawn a PRBOT and get in it...
as soon as the bots on the opposing team see me the start shooting my PRBOT vehicle like crazy

i know they see me as an enemy and cant kill me, but how do i become invisible or neutral to them? is there a way?

How do you get in a PRBOT?

I don't think it is possible, but I don't think it is impossible. If you are trying to record a match the easiest way is to open your console with the key to the left of the number 1 key on your keyboard and type demo.recorddemo 1 (1 is the name of the file being recorded) andto stop it open again the console and type demo.stoprecording. If you are trying to do something else that requires the prbot then I don't know the answer to your question, so I can't help you. Hope you get your answer

I think that if you switch vehicle type of prbot to which have small weaponTemplate.setStrength for most bot's weapons, they shouldn't fire at you so often, or even never. I think that plane is the best option.

Turn their IQ into ZERO???
PRBOT is a vehicle in game. Can not be anything else.(BOT will shot you, even they can not do some damage.)
If you are recording something, you might try DEMO, it's much better.

after u spawn it, u press the ENTER VEHICLE KEY (usually E)

yeah i know about the demo recording thing thanks... i rly just want bots not to shoot my prbot! thx mate

what you can do that sometimes works with bots, and players too is getting close to them from rear they won't notice you, never tried before. I think it is possible but will require to modifie certain things, or maybe just give the bots 0 ammo they won't shoot and also disallowing their ammobags, but it's much complicated to do it than say it.
