Hey,
I am a new member and have like 5-6 people looking to create a server. I have read the server TOS and understand that but i have a question.
How do i get my server populated with a lot of members?
Where can i get a PR server from?
I want to know this before i decide to buy one and apply.

Spreading the word(to clans and individual players )and making sure you deliver a quality server up to current standards. Get a admin team together, set up a website with more info,...

When you apply
for a server license you will be given the PR server files. But be sure to read everything in that link before applying. There are a few things you need before you can apply.
Good luck!

Please take this advice in the spirit is intended - my intent isn't to discourage you... just giving you some more info to base your decision on.....
Running a server isn't cheap - let's say it's a dollar a slot per month - so $64 dollars per month. On top of that you might have other outgoings such as TS3 server and website hosting... So lets just guess that that'll be another $20 a month. So for arguments sake it's $80 / month.
Most communities run on donations from their members, however if you don't meet your donation targets, are you willing to cover all the costs?
What is especially disheartening is where you pay for a server that nobody plays on.... There are plenty of those servers at the moment. So you will need to be better than some of the other more established servers to attract players - how are you going to differentiate yourself?
Anyhows.. glhf
As to your last question - google BF2 Server Hosting until one of the US guys step in and offer advice wrt hosts. Some things to keep in mind.. Will the host allow mods? What sort of access do they give to the box. Most won't allow RDP access which is pretty handy for making updates or even installing the AD framework - otherwise you'll have to rely on BF2CC which has been proven to cause server crashes.

You're on the island, if you want to get a host in/around NYC, you are looking at more than $1/month/slot unfortunately.
Internap server farm on 111 8th Ave is the crown jewel IMHO, but they do not deal direct with public, you have to find a reseller who leases space at their facilities.
Honestly, save your money, play together under a clan tag and sign up on the various US and UK based community websites, donate to existing servers.
eventually,
get in touch with one of the existing clans/groups with an East Coast server up and running, and split the costs/admin hassles/co-branding/ etc with them.
