Adding medic to Insurgents on skirmish layers

On Insurgency layer people are not killing civilians, because they will lose points, will not be able to request special kits, and most important, they whole team will suffer, because they will lose intelligence point.
On skirmish, where isn't last punishment, so many players are shooting civilians like they were regular rebels, because they don't worry about score, and know that they will help their team, which is the most important thing i PR. Players don't want to be hunted for while they can't fight back, so they don't play as civilian. This result with fact, that Iraqi Insurgences don't have any medic most of the time.
I see 2 solutions to this problems.
Give some punishment for whole team for shooting civilians, like enemy team gain some ticket for every civilian killed outside RoE, which will simulate that locals are not happy about what BLUFORis doing, and are joining rebels.
Second options is to give civilians some weapon, it can be shitty one like scorpion, which civvies use in co-op, and rename them to Medics, or something like that. People will still shoot them, but they will at least can fight back, so hopefully more players will use it kit.

I have the same feelings. Usually I love playing as medic but when I am completely defenceless and dying actually affects my team, I hate it.

I have mixed opinions.
In Pub play I agree that there should be a form of punishment and perhaps given a personal defence weapon (pistol?), however in scrims I disagree. The reason for this is that you would expect the teams to be organised and protect their collaborator.

Add a medic to the insurgents on every layer. The civilians are pathetic and need to be removed as soon as possible.

It can be done by making alternative lever, so public servers will play inf version with armed medics, and clan will use alternative with unarmed collaborators.

Then remove the weapon from the BlueFor Medic as well. For a game to be fun for all sides, balance needs to be involved.

I was under the impression that they still get the spawn time penalty, please correct me if I'm wrong. In a proper competion skirmish, a spawn penalty can make a big difference in the outcome of the match.
Would tend to agree with Noddy here, would be good to have something for pub play (some of the insurgent maps are quite good for skirmish), but it adds a fantastic challenge to comp play.
Cant see it being overly feasible having more then one skirmish layer per map either.

I don't know about everybody else.. but in scrims we always played two rounds so whatever perceived balance issues were balanced
If you're talking about pub play... then note my comments about giving the collaborator a pdw or pistol.
How many servers actually run pub Skirmish Insurgent maps... I can't recall the last time we did...

Only thing the civi needs are green binoculars, so he can call in mortars!
On skirmish layer, well I agree, give them a weapon...scorpion sounds good.

It's not ran mostly, because people don't take civis, and playing without medic is a bit retarded. After this changes, I think those maps would be played more often.

Too right mate, didn't see that comment about clan play only.
Even still in Pub play I would want to give them a bit more firepower. BluFor Medic with AR vs Insurgent Medic with Pistol is not very balanced in my opinion, especially when public games are only 1 round per map. The better the balance the better.

We at Blackwater play all kinds of skirm maps but we tend to usually stray from the iraq insurgent maps for balance reasons and this one reason why. A lot of the insurgent skirm maps are pretty good actually. This is a feasible suggestion however and would love to see its implimentation.

The 'independency' as a civilian in PR is one aspect that makes this modification so unique.
