Windows 7 FPS stuttering/freezing

Alright so, I've just started playing PR again after a 6 month hiatus or so and I've noticed that my game is freezing up a lot more than usual. Every 20-30 seconds or so my game just freezes for about 1-2 seconds and I honestly don't know why. This wouldn't be such a big deal if it wasn't for the fact that I mainly fly transport helicopters while playing and these freezes usually result in my chopper ending up in the ground, it's not fun to say the least.

I've tried everything from defragmenting my hard drive, installing the Razer game booster and Process Lasso, following all of the necessary steps to improve performance. I've also been fiddling around with various combinations of video settings in-game (Oddly, there are less freezes at medium-high settings compared to everything being set to low).

My Specs:
Intel Quad Core I7-2630QM CPU @ 2.00GHZ
8 GB Ram
Nvidia Gtx 460 (I updated the drivers today and saw no change whatsoever)
Windows 7 64-Bit Operating System

This is starting to get pretty frustrating and any help would be greatly appreciated.

Maybe RAM or GTX 460 broke somehow? Or there is some annoying background program running... :p

You have your notebook's Windows Power Settings to Performance Profile?

Does this occur in vanilla BF2 online server?
Does this occur in vanilla BF2 offline single player?
Does this occur in PR offline single player?
Does it happen in any other game?
Does it happen in any other game that uses DX9?

You should see if your i7 mobile Turbo frequency is jumping on and off,

Have you tried playing at a lower resolutoin to see if it stops the stuttering? if it does, could be your GPU's memory.

Hmm, I think I found the solution to my problem... I havn't been playing a lot of videogames besides PR lately when I have the time so I thought this problem was only affecting PR. But when I loaded up X-COM:Enemy Unknown I noticed that the same 1-2 second freezes were happening, except it was every 5-10 seconds instead. Since both these games were on steam, out of curiosity I decided to move my entire Steam Folder from it's current hard drive to a secondary one which still had 230 GB of space out of it's total 232 GB size.

I still had X-Com running while this file transfer was taking place, but when I went back to play it immediately noticed that the FPS spikes were gone, the game was running perfectly. Sure enough, the same results ensued when I started up PR and I haven't had a single stutter yet for the 20 minutes I've been fiddling around on a practice server to make sure that everything was actually okay. Any reason why this might of happened? Could the original drive be suffering from a problem that defragging couldn't/didn't fix?

HDD or SSD?

For HDD:
It is possible, something like... some BF2/PR compressed files being put at the end of the drive

I'd suggest using a third party defrag program.
a good free one is MyDefrag v4.3.1
There is a user forum that has specific defrag scripts to move your steam folder to the front of your OS drive, and another script to move your Steam folder to the front of a non-OS storage drive.
This takes a bit of time to understand the scripting language, but it's written in a really simple language, and you already know the results you want and there are plenty of examples on that forum,

Yeah.... The problem seems to be persisting now that the file transfer is over... It's weird, if I transfer my steam folder from one HDD to another, PR and my games run fine when the transfer is going on, but once it finishes the FPS immediately starts spiking again...

I would like to think not as I make sure that the Razer game booster eliminates all unnecessary programs when I run it.
