Cant Launch/Update Error 1311 (Firewalldll.dll?)

Description:
Opening the game and unable to launch or update. If I do launch it will not allow me to find or connect to PR servers!
Steps to Reproduce:
Open the game up!

I've also tried reinstalling 1.5 to no luck!
