Standing to prone or Prone to standing has No Movement Penalty

I find the prone to standing and standing to prone has almost no mobility penalty. A player can move extreme fast during the transitions between these stances. Is there any way to add a slower penalty when going between these stances? A player is already moving the moment they hit the stand up from prone. I feel like the inertia of movement also feels off compared to 0.98.
In 0.98, your character required momentum to build up to their max sprint. In 1.0, it feels like you hit your max speed of sprinting almost immediately.
