I have had a mumble problem since i downloaded it few months ago. The problem is that i hear my teammates who are across the map and its very annoying because i cant hear what people around me are talking or what my squadmates are saying

I think you don't know all functions of mumble. Did you know that there is a squad channel in which you can talk to your squadmembers only? this is not 3D local sound, this is stereo and you can hear them everywhere on the map(kinda like a radio does in RL). Next to that there is the 3D local channel as your speak off, which allows you to talk to people close to you.

If you already knew what I was saying,and you actually experience a bug where you here your entire team(other squads too) as if they were next to you, then it's indeed a bug.

i can hear every squad like they are close to me. How can i fix it. Right now when i restart mumble i have like 30 seconds of silence and then start hearing people who are on the other side of the map

I think there's an option in mumble for a range of hearing. Its 70 meters by default last time I checked.
