I was fooling around and took out the phone and right-clicked to look funny with the phone on my head and it doesn't show the correct animation while its supposed to be on my head. It shows it as being in my hand and when I right-click again it shows the phone coming down from my head and down to my hands.

I found that this happened to me also but as Militia on Black Gold. I was the commander building FOBs and I noticed that after I right click the phone, he puts it up to his face, but the phone does not stay at his head. It goes back to the "unused" position but you still walk slowly.

Ah right, I thought about reporting this but wasn't sure.

Here's a screen of it. Phone is not on ear when it is supposed to (Or did the INS started texting everything?)
