Make something needed, show your commitment and you will get noticed.

Yep. There's no tips or shortcuts, just work on improving PR, and if the Devs like what you did and want more, they'll get in touch with you.

Make some models, like some statics, and put them in a small map. Or look for what the community factions need. Textures, exports, coding. Whatever is wanted. Then post it in community modding, listen to the feedback, show off your work when it's done and if it's good enough, someone'll surely want more.
