Changing settings in launcher does not affect ingame [resolved]

As the title says, no matter what video settings I pick, the game appears to be stuck on the low setting.
Here are two pictures. One is from when I launched the game with 'low' setting. Another is with high.
As you can see, they are exactly the same level of detail.
I also will upload a couple showing how the distant objects are exactly the same. It will take a while though as loading maps takes some time for me, about a few minutes.

This would be much easier to test if video settings weren't disabled in game...

It should now be obvious without even looking at the second picture that something is severely wrong here. So I would like some help. This should not be happening. My install was not corrupt in any way. I torrented.

Here is my info if you want it. Don't see how it will help though.
As you can see I have two profiles but I am launching from the first one, which is set to all high. I will try from the other profile and see what happens.
Ok, nevermind, it appears that I was launching from the second profile by accident... my mistake guys.
