FPS decreased with 100%

So i red before that 1.0 would roughly be the same as 0.98 as for system requirement.
I used to play 0.98 on 30-40 FPS average on med settings, now its 15-20 on low settings

Yes i am playing on a laptop and i know i should play PR on a desktop but is there anything i can still do to boost my fps so i can get atleast 25 fps average or are my days of playing PR over? I heard alot of other people ingame complaining about huge fps decrease aswell.
