There is a invisible wall on top of one of the buildings on the SE island.

Steps to Reproduce:
Get up there and try to shoot down.

That is the material wall for the Arabic language sign that says "HOTEL" , it's been a bug since I first started playing PR back in 2009. I don't think it's fixable.
