Just curious but why is it a feature to not include features of this mod? Mortars were used by the militia in real life during the Battle of Mogadishu (which Ramiel is loosely based off of).

We can't introduce mortars on the AAS layer again:
Getting mortared continuesly at the first flag by the insurgents makes it even impossible for bluefor to rescue the downed pilot, same counts for the other objectives due to their small operation (cap) ranges too ofc.
Having offmap mortars on the INS layouts might a nice addition though.
(onmap mortars can be switched on/off for whole faction only, not for certain layers)
So yeah, it is not a bug.
