This exact same bug happened on Ramiel with one of the Kiowa's. I have noted this bug before, in 0.98 but could usually make a quick fix for it by switching my gun load out (Switching the HUD to show the flares then switching back to see how much Hydras were left).

Currently I don't think you can switch back and forth to display Flares and Hydras.

Eventually the Kiowa got shot down by AA since it's defence system was not working.

Happened with the Blackhawk on Ramiel last night as well, used all the flares, rearmed them to 60 but still acted as if it was empty (click and no flare deployment)
