It's only aviable with the scope.

try requesting it with the right mouse button

It's more sexy without a scope.
Besides on some maps having ironsights is more usefull than having a scope + low FOV BUIS.

Well, rummg_pkp and rummg_pkpscope are two different models, unscoped and scoped consequently. And the thing that unscoped pkp doesn't work isn't normal.
