I get really bad frame rates on most maps, around 10-20. It happens whenever I point my character towards the center of the map. The lag is the same regardless of resolution, or whether I am using SLI.

Make sure your windows power settings is set to High Performance. Your CPU is probably being throttled as well. I would suggest you to try out ThrottleStop and Set Multiplier to Turbo and check EIST and C1E.

Also, Try forcing the game to use the dedicated graphics card. It could be using your integrated graphics at the moment.

Ah gawd, Yeah you were right about the power saver mode. There was a 3rd party application that came with the laptop that was also controlling the cpu profiles independently of the built in windows power saver mode. I turned it to high performance and i dont have the bottleneck anymore. Well I guess all that explains why all those games I previously installed were running slow XO

thanks man
