If you go to Battlefield 2/mods/pr/levels/muttrah_city_2/server/gamemodes/gpm_cq/128 and open the gameplayobjects in notepad you will find every gameplay objects normally starting with the vehicles, in this case for Muttrah, in AAS gameplay mode (cq = conquest = aas) for the large layer ( 128 ).

min and max Spawn delay are always the same in PR and indicates the respawn time... with the mv22 in this case it is 900 seconds = 15 min.
Some vehicles never re-spawn and in that case they have a re-spawn of 999999 seconds
All vehicles that never re-spawn are on the map from the very beginning, where as vehicles like Jets are always delayed the amount of time from the beginning of the round equal to there re-spawn time.
So this is the long answer to your question

and now you can search any map any gamemode and any layer to see what spawns and how long the re-spawn time is
Edit: A bit of bonus info is that some vehicles like the mec logistic truck on muttrah is not spawning "from" the main base but from South City.
This means that you need to control this flag and then the vehicle will spawn where-ever the spawn is and in this case the spawn point is back in main base.
