Mumble heavy lag

I had no problem with mumble with 0.98 on my laptop but 1.0 is pretty much unplayable due to the mumble lag.
(system info below)
- Other players' voices are very laggy and stretched out to the point that it is impossible to tell what they are saying.
- There is a laggy static noise in the background.
- The frame rate on certain maps works fine but on others is so low that is unplayable.
- Sometimes the game starts running normally when there are no players around me but the issues begin again as soon as i get near other players. Other times the lag starts as soon as I spawn the first time on the map.
I have turned down all my video settings and set audio quality to low in both software and hardware options. I have tried different configurations for the quality, audio packet, noise suppression, jitter buffer and output delay.
None has made any difference.
When i installed PR I had Microsoft Security Essentials on but after reading old threads I turned it off but the problems continued.
Is it possible that the previous version of mumble did not uninstall properly and is messing with the 1.0 integrated one?
Would uninstalling and cleaning out the registry files solve this issue?
