Yes it's Arnold. If someone could make it into an extractor like Anders Sound Mod, that'd be great. Or if someone could teach me how to make one, I will make one.

I offered these to Anders himself for use maybe during April Fools, but he didn't respond back, so now I'm offering to the public.

There is no way of using these and play online. File verification of the launcher won't allow this modification.

Anders is a busy man, also I'm pretty sure he doesn't have plans to replace the US voices any time soon. They've already been replaced twice in the past year; there are other voice sets that need replacing.
