Civilain Bots on Insurgency Maps.

I had this great Idea after playing GTA :O .
What if they put civilian bots on Insurgency Maps? For authenticity and for spicing it up. Instead of having Blufor just randomly shoot anybody, the blufor would be penalized the same way now for shooting collaborators. And Insurgents could hide among the civilian population like they do IRL. Al Basrah would be the perfect map for this. Imagine having 100 or so Bots each following a set routine going about their daily lives, just like a living breathing city.
Please tell me it's not hardcoded
