"Read your fieldbook/manual"

This message and delay of being able to interact with structures is really annoying.
Example:
To remove a mortar i have to click "destruct" twice, after the first time it gets "un-digged" and after the second time it gets removed completely.
Though after the first time if I directly go for the second time it shows me the "try it again" message twice just before giving me the "read your manual" message.
Please fix this, I didn't have these problems a few versions ago.

It is the same for kit selection. When I checking if kits are available, after 3x 'kit taken' messages I get 'RTFM' message and can't use crate for 1 minute.

It can be really annoying sometimes, it would be a nice change if you would change the threshold before this message appears. It would still prevent spamming requests but not that hard...
What also annoys me is the time it takes before you get killed in a driver/pilot seat with the wrong kit. Slighty more time before you get killed would be much less annoying.

The worst of these messages is when you can't drop a kit, i see absolutely no reason for this as it can be quite deadly.

I think its to prevent spam of invisble kits on the ground.

Its true, when you do the whole kit drop thing it actually spawns an invisible unarmed kit on the ground that you can pick up. If the drop kit limiter wasnt in place there would be nothing to stop asshats from running around creating an endless number of unarmed kits and potentially crashing the server.
Its a good thing.

Maybe just lower the lifetime of unarmed kits? Dunno if it's possible but as we have INS kits laying forever and general kits disappearing after a while maybe it is.

this is really useless, should never be in the game this delay should be removed if you actually really need a kit in a emergency when i see "read you field manual and try again" i read "screw you and wait 60 seconds cause we can".

If you understood how code works, you'd recognize that the amount of functions being called when the kits are dropped, requested or assets placed would place strain on the server if people were able to grief it by not being blocked.
It's there for a good reason, and while I'm not in charge of any of the codebase, I'm reasonably confident that the spam-block will remain
Hint of advice from someone who has played this game for 8 years: Just count 1-2-3-4-5 in your head between comm-rose requests... it solves all your headaches.

This can be specially annoying when your "almighty" gaming mice starts double clicking and you get blocked cuz of it.
So if it's not too much of a hassle, an small increase on how many requests you can do would be great.

Nah, if you try to spawn an invisible kit after you've just done it you'll get the "try again later" message.
