Program crashes cause unresponsiveness.

So basically, to simplify, every time a few selected programs crash, my computer stops providing SOUND support and programs stop responding, music players do not respond, and YouTube videos do not respond either, one troublemaker is PR. Please help me. I am using Windows 8.1 Pro x64 with an AMD Radeon HD 7850.
EDIT: Also quitting the game causes PR to throw up the stupid resource cleaning screen. This screen won't close, wait or not.
