American Arabic student here. There's not always a single "correct" transliteration for Arabic words since many letters are ambiguous or don't have a similar pronounced sound in English. For example, the letter ع (ayn) is pronounced like "aah" but deeper in the throat. When transliterated to English, it's often just written as an "a". Another example is how you see "Gadaffi" spelled a billion different ways from different news outlets.
Wikipedia calls the town "Al-Sabinah" but I've googled it and found it as "Sbeneh" other places. If it's written as "سبينة" I think that "Sa-bee-nah" or "Se-bee-nah" definitely make more sense than "Sb-eh-neh". The lack of vowels makes it hard for me to give you a definite answer. I'm only in Arabic 102 so I could be wrong.
