Saaremaa Truck spawn delay unnecessary

I'm not really sure why this is instated, but for either faction, there is a delay for the transport trucks to spawn in at match start.
Squads who want to go to distant preemptive locations, usually take the trans helis. However, for squads interested in immediate objectives, the onshore supply depot spawn is the usual choice.
Interestingly enough, the delay of the transport trucks usually causes infantry squads to walk well out towards their objectives before the trucks spawn in, effectively making them useless on match start.
In short, allow the transport trucks to be available at match start for use by infantry who intend to spawn at the supply depots.
