i didnt have the chance to test it on deploy mode.. but does the stinger notifies air assets before hitting them?

There is a two second delay after locking on and the aircraft receiving a warning (supposedly), although in practice I feel like this feature isn't working as aircraft always seem to pop flares the moment I get a stable lock.

Yep, a second after you get the lock-on tone, the pilot of the aircraft gets a notification. To avoid this, look away from your target, until he's close enough and you're ready to fire. The lock on happens whether you're sighted in with the right click or just holding the stinger.

i was asking because the portable stinger launcher must NOT send notification to the air assets as it does in real army. it would be great if that could happen in the next upcoming updates

Gameplay > Realism.
The game engine cant split between locking and firing, so Devs can only place the warning with a small delay after the missile lock. Any longer, or if none, would be imbalance towards the infantry.

As far as I know it even causes the lock on sound when just looking at the aircraft with the Manpad, without aiming down the sights.

I have been told that it isn't possible to have the feature where you don't receive a notification at all in BF2
however think of it this way, IRL a pilot has a few seconds from missile launch to evade, due to the average 1km view distance on the relevant maps this time is significantly reduced
