Clarification on civi

Which maps have civilian(for taking away BluFor intel points, trolling blufor apc gunner into dying...etc.) after dropping kit and waiting for 2 minutes?
I know Fallujah and Merlin has it.
Why didn't Ramiel have it?

Iraqi Insurgents and Hamas faction have them. Period, it's not map dependent.

It's based on faction not map. As far as I know MEC/Iraqi insurgents and hamas are the only one to have civilians.
So maps would be:
al basrah, burning sands, fallujah, karbala, marlin,gaza & asad khal.
