Tonight I decided I was going to play some PR after not playing for more than a month, and I load up and I get an error saying " 1004: Error connecting to the server. (10013) ".

I've tried looking up solutions but nothing useful comes up, and I have my login right, or supposedly. I don't know if anything's changed in that month, or if this is an error with files or what ever, I don't know. I just can't figure out what it is, so I come here for assistance.

Very same error, just updated PR, after the update, it told me I would need to create a new account, so when I fired up PR, and try to create the new account, it gives me this horsesh*te...

WTF???

I was pulling my hair out... realized Peerblock loaded up on reboot, it was blocking comms. with the authentication server.

Check make sure Peerblock is not running... if it is, disable it.
