I have followed the instructions on how to download Mumble, yet when I try to connect to the server, it keeps failing, even though my internet is working perfectly? nothing comes up as I try to connect. Could someone help please?

You do not download any version of Mumble. Mumble is incorporated into the newest versions of Project Reality. It does not require any extra downloading.

Have you already installed PR? If you have, and it's working with 1.2 version (latest patch so far), there's nothing else to worry about...

But, whenever I open the built in mumble, my hole game freezes and I can't close it?

You have nothing else to do, to configure mumble shortcuts over the launcher, but this is also an option.
Only start Pr, everything else is running automaticly
