My system specs and why are my FPS so low.

I seem to be running PR at very low FPS probably around 15-10 or even lower, I don't know exactly how low but its causing my running animation to skip, aiming is very difficult because at one I'm moving my mouse to aim at something, I get it on my sights and stop but the cross hairs are no longer on the target and I find my self aiming at the wall five meters away from the target.
Also the only time my fps actually feel high is when I'm looking at the ground, that's the only way for me to run properly and it sucks because I might be running directly at someone aiming at me and I don't even know it.
Its pretty much unplayable for me and I would like to know why, please tell me is this a hardware issue or a software one? do I need to update something? please tell me, I really need your help!
