It's not a server issue, or graphics setting problem. I have tested both.

The FPS tick comes every 3-5 seconds, I have changed drivers and havent noticed any difference.

Graphics: Nvidia 560Ti
Processor: Intel i-core 7 series
Ram: 16 gigs

This is the first time playing this game with the new processor with only 16 gigs, but I feel like 16 gigs is more than enough for this game.

No problems with any other games what so ever.

More likely another program or user on your net?

i dont think so, it happens when im on a local game that i created, its possible i guess, ill try mess with it, because the web is the only thing i can think of.

Thanks for the help, i think i fixed it by allowing battlefield threw the public network, not sure tho

didnt work, i guess ill keep trying the network idea, the lag is too consistent to be graphics, so your right, it has to be network related. dont think its another program, i end most processes before i start the game

You can check your FPS by typing "renderer.drawFps 1" into the console. Then the left number will be your FPS and the right the miliseconds between frames.
With the computer specs you posted i doubt it would be an FPS issue. Maybe some anti virus thats slowing you down?

That's normal on local created games. It's a short stutter every 10 seconds or so. May be some network updating waiting on new players. I have never played local with others and can't say if this happens with more than one player though.

replaced the modem, still there, i guess ill check for bugs and viruses and what not
