Fallujah: INS Commander cannot request Officer Kit from Main Base Crates

If you are the commander of the Insurgent forces, but you do not have the officer kit, then you cannot request it from the supply crates at the repair bay in the Insurgent main base. I think the same probably applies to squad leaders.
Not sure if this is an oversight, or intended to limit the acquisition of officer kits in the map.

You can go to the hide out near where you spawn and request a kit from it.

You can also (as the name suggests) hide inside the deployed ones by pressing e.
