I think that for russian, officers or breachers should be able to get the ark-971 or an-94. they are both rare weapons and very effective. but yeah i think only the officiers or breachers should get it since they are rare. breacher would probably do best with the AEK cause of its high fire rate.

If it's rare it's unlikely that it will make it into the game. PR aims to replicate regular soldiers on the front lines.

How is 1 officer and breacher for each squad rare?

Noah, i was there when you suggested it in game. Even on a pub server everyone said "NO!".
Either way neither gun is used in any significant number/at all and as devs have said a few times pr is about regular soldiers, not sf.

Just look at how many people were upset when they added a tiny little suppressor to the dutch breacher.

These weapons are not in use near enough to warrant being fielded by such a large portion of the team. They are largely special-forces equivalent, and just as unlikely to appear in the game as a silenced SCAR for the US.
