Stuttering movement / animations.

No matter what I try to do, that involves animations, stutters, this ranges from aiming to moving, jumping to proning, and sometimes it's fatal, and it's really annoying.

GPU: MSI R7850 @1GB/ OC to 900MHz
CPU: Intel i5 3570k stock
Router: Huawei E5172s-22

It doesn't appear to happen in local games AFAIK.

If that is the USB version of that headset, Try disconnecting it before booting up PR.

This was apparent before the purchase of the headset, the previous headset was audio jack.

Seems like it's the same issue as here:

This is quite puzzling... You two have rather different specs (although both are quite high end). I'll be quite surprised if we figure this out easily

What makes it even weirder is that it is NOT connected to ping, I prove this by comparing my ping and a US player's ping, for this example let's take BlueDrake, simply because his ping was accessible to me without big research, he has ping up to 200, while I have ping as high as ~90-100. He has NO issues from what I have seen, I did do some video-staring research, which makes this quite the peculiar problem.

Mind you, PR isn't unique for this problem. This appears in other mods.

Yeah JuiceMayne said it's happening in newer games like BF4 as well, so it seems to be something with your configurations, but there doesn't seem to be anything in common between you.

What Antivirus program do you use?

Do you use any VPN software or virtual network adapters?

What kind of processes do you have running that might be considered... "out of the ordinary"?

This only appears in Battlefield 2.

Out of the ordinary? Are any peripheral drivers included?

No antivirus or VPNs used.
