what would be the recommended video settings for my system?

I'm sure you can play on any settings if you scale the resolution down. I managed to play on high, and I only use an i3 with integrated graphics. Though for best performance, go low and scale the resolution down a bit.

I turned the resolution down low & I still get a very poor performance. Any more suggestions?

A celeron? And no discrete GPU.
I can't think you're going to get good performance no matter what you do.
EDIT:
Also, lower your effects and texture quality settings. Effects is the biggest system killer I can think of in PR.
