Laggy/choppy battlerecorder playback

My rig is
Win 7
i5 2500K @ 3.3GHz
Geforce GTX660
16GB Corsair Vengeance
3TB storage drive which I record onto (the problem existed prior to this drive as well)
124GB SSD with OS on it. (Had PR installed on this and the issue was still there.)
1920x1080 at 60Hz

First an example video of what I'm dealing with, and the video doesn't demonstrate actually how horrible it is with stuff like helis landing on roofs or soldiers standing on a platform or roof top. The clipping there is insane.

A while back, with a lesser quality computer, I was able to play BR files just fine, I have for years. They always played back normally and it played at an FPS that was just as it looked in game, at around 60fps.
Older video I did for an example of good playback.

My time actually in game my FPS is around 60FPS when recording and it looks great and runs smoothly. However, with an upgraded computer, my playbacks of Battle Recorder files are extremely laggy and choppy. My FPS counter, through ShadowPlay reads that I'm getting 60FPS plus or minus, but the playback looks like it's in 15-20FPS. It looks horrible and vehicles are constantly clipping with objects and terrain and it's really quite unusable when it comes to doing cinematic videos which I love to do and have done many times before.

I've tried adjusting my power settings through the control panel with no luck.
I've adjusted my in game setting down to full medium, and a mix of Low and Medium. (I never had to record in low settings in the past and I really just won't if that's what has to be done for a decent playback.) I've also turned AA off with no luck.
I've also tried recording with Fraps rather than ShadowPlay (even though Fraps is really a downgrade in comparison) Problem still there.
I've definitely done things like turn off my AntiVirus and all background programs.

Please send Halp!

Does the BRs that used to play fine lag on your new computer, or are these new recordings?

I'm asking because some of those issues look like low BR quality on the server.

Hmmm. Idk, Those old files are long gone and I can't find (now that you got me looking) anything old enough to test. All this is based on the last year or so of trying. I honestly didn't know that there could be a quality difference based on servers. I have used a PR Bot and it worked really good, if that means anything.

Erhm. Demos are lagging because of low recording quality in settings of Server BattleRecorder.

Yeah, you can set the quality in the server settings.
It goes from 1 to 10, most servers run around 3-4. Higher than that it's hard to notice any improvement and performance takes a hit.

Most servers support the !br command ingame, it will tell you what the server is set to.
