Long story short, it's the error #1324 which states that I must choose an appropriate resolution and yet I am given no such option.

4. Making sure this thing isn't happening to me.
5. Resetting profile settings via the big blue button.

IN your first pic, click the big blue Reset Profiles button. then click apply.
restart PRLauncher and try again.

2nd option:
Create a new profile. That will probably fix it.

Unfortunately, didn't help.

Try reinstalling/updating the video card driver AND the monitor driver.

Our history shows when laptops are getting this error that Windows automatic driver updates only found a very old monitor driver.

Also, certain antivirus and firewall will block unknown processes from accessing system information. so whitelist prlauncher.exe and prbf2.exe and prupdater.exe

known issue with comodo and a few antivirus programs.

Updated video card, nothing.
Monitor does not have separate drivers or anything, as basic PnP of a monitor as it can be.

Running AVG, still added to exception list for the heck of it, alas, nothing.

It is AVG, we've seen this many times before.

Nope, still nothing. :/
For the Hell of it, ended up even adding the entire PR folder, still doesn't let me choose a resolution.

I had to search out a solution for this.
Problem: your NVidia drivers were probably installed in a non-UAC or non-Admin state, you might want to completely uninstall and reinstall your dirvers using treexy's driverfusion software.

Solution: add a custom resolution 1680 x 1050 (32 bit) @ 59 Hz in Nvidia Control Center
written tutorial:
Custom Resolutions | NVIDIA
Video tutorial:
https://www.youtube.com/watch?v=HlERjmkBoHg

Next:
Rename documents/ProjectReality to documents/ProjectRealityOLD

Open PRLauncher: ->Options-> you should see your custom resolutoin now. select it, click APPLY.
shutdown PRlauncher
Open PRLauncher
run PR to test.

Progress! Apparently the launcher doesn't like 59Hz, as that is what I was using this whole time. After creating a 60Hz profile in Nvidia panel, PRLauncher immediately recognizes the display.

BUT...

There always has to be a "but". When I launch the game itself, it proceeds to do the file verification etc. and when all that is done, it just gives me a black screen for a few seconds and the game closes without any error messages. Tried enabling V-Sync, as you never know what might or might not work, but to no avail.
Tried other games like Counter-Strike 1.6, Counter-Strike Global Offensive and Company of Heroes to see if the problem is called by the changes in the Nvidia control panel, but it doesn't seem to be so.
