All servers at high ping

I posted in another sub-forum but didn't get much of a response so I am reposting here:
So I just moved to the US, and hoped that this would give me a better ping for the server I always play on; CIA Kokan and Hookers. On monday, everything was smooth and I was under 50 or so ping for most of the games I had on the server.

Today, at roughly the same time, I go to play on PR to see that EVERY server is around 1000 ping on the server list. I update a few times to see what's up with that, figuring it must be a mistake - nope!

I tried restarting the router, which gave me some success - all pings down back to normal, CIA's server was showing me like 40ish ping, so I go ahead and join. Not long after spawning, my ping starts spiking up to 700 and remains up there, even going up to 1000, for the rest of the game.

So I quit, restart both my laptop and router, try again. Initially getting normal ping but when I join the server it's spiking up again, and checking the server list EVERY server is this way - at around 1000 ping.

Checked the router settings, trying to make sure no one is leeching or anything because I, nor anyone else in the apartment (girlfriend is out at the moment) is using the internet for any downloading. I had been periodically checking speedtest.net and seeing how atrocious it was (less than 1mbps at first) but after playing around with the router settings it got up to 5-6mbps.

Thinking it was solved, I check the PR server list again, but no luck. It's all at 1000ish still...

Any suggestions on what to do to fix this?
I posted this on wednesday, and every day since I have been checking PR to see if it is any different - nope, every server if anything is 1000+ ping, some even going as high as 2500. I have played other multiplayer games and they were fine. I have streamed netflix and shit like that, fine. It only seems to be PR.

Anyone know how to solve this, or had similar issues?

Antivirus and firewall settings?
Whitelist PRlauncher.exe PRBF2.exe PRUpdater.exe and PRMumble.exe

I'm guessing you have a antivirus that is causing this.

what make and model of router? some new ones have built in firewalls (and kiddie filters) that can cause this problem.

Actiontec GT784WN. The antivirus I'm using is Avast, and it was fine when I played PR back in England so I imagine it's more to do with the Router's end of things - what's confusing is that I played PR completely fine a week ago (on the 8th) but a few days later (the 10th) it was when I started getting the issues.

Is your router or OS still using your British ISP's DNS servers?

The router is American, my OS? I'm not sure, nor clued up enough to check - how would I clarify that?

i think what litoralis was refering to is going to your network and internet under control panal and looking up your "local area connection" to make sure your internet protocols are finding the DNS server automatically, rather than assigned, but I don't know if that would be the case if you are getting internet. i would check that too, or confirm its finding your router's info correctly
