Was playing Burning Sands today and had a weird bug where my view was closer to the ground to further down I looked.

This makes it very hard to orientate where you are looking at times and is very annoying.

Can this be related to the changing of the UAV's height according to the VD?

This is no bug. It always worked like this and it gives you a bigger area that you can cover w/o having to replace the UAV.
