Error Cannot make a account

Hi, I been back yes and it still doesnt work, The older post i didnt want to bump it so im making a new one.

Now i dont know what to do, I get 40 fps which is FLIPPING ammazing in offline mode though, I just cannot create a account, I check firewall and it says its working im only useing windows firewall. Anything helps. and if you need anything let me know
