Good Morning,
11:30AM USA CST - no mumble.
The IP address is alive but mumble says server refused connection.

Contact the server admins for the server you were trying to join. Mumble isn't hosted by PR, it's a community thing.

The individual Mumble servers run along side of their corresponding PR servers.
