Rubber Banding, large packet handshake.

Does any part of Project Reality(Mumble Included) perform large packet transfers during the game? Here is my background.
I have been having the same issues as other people regarding rubber banding for a period of time and ultimately disconnection to server. My ping hovers around 35-40 then jumps up to 500. I have done everything I can think of. Firewall, overlay, computer settings, etc. I ran wireshark and when the problems happen I am getting a large packet transfer from an encrypted application asking for a huge handshake. I imagine that is why I am getting the spikes. Its not tcp or udp, it is asking for tls 1.2. I can only infer this is some kind of programming by a part of the application asking for authentication via certificate(tls 1.2).
Now back to my original question. Is any part of PR programmed to periodically ask for a tls? If so, it seems as though the tls is not going through. When that large tls attempts several times to go through, it kills the bandwidth and ultimately the connection is lost. Are my files corrupted? Do I have a bad tsl resulting in it being rejected?
