Muttrah City U.S. Spawn Problem on AAS

After Dock (American's first flag) being captured, it should be spawnable. However, all players will be respawned on the vehicles parked in the depot. Once the vehicle is full or is moved away, it became unspawnable.
Don't know if it is intentionally made or is a bug.
