Un-teamlocking civilian vehicles

Is it possible to enable civilian vehicles in insurgency to be driveable by both teams? If so, I think this makes more sense. You could allow only basic rifleman to drive or something.

It happened on Muttrah and they did away with it. Especially now with the Civ Car ROE, they won't do it.
