What are the game mechanics for getting the first docks cap (repair station and logis)?
Im often playing and see that its red, not spawnable and assets not there despite having capped N flags? It doesnt seem time delayed? What needs to be done to own it?

You can only spawn inside a logi truck if there is one. When its not in its spawnlocation, e.g. its moved, it will get red and unspawnable.

Pretty sure you can spawn if there's an APC in the repair station too, right?

There just needs to be a vehicle in the repair bay, what it is, does not matter
