Low FPS

Usually I have around 40-60fps but when I look in a certain direction I get as low as 15fps. Any tips or suggestions? these are my specs:

Ultimately your computer (especially your CPU) is too old. PR is very CPU dependent and your Core 2 Quad won't cut it. In terms of graphics settings, I would recommend setting view distance lower to help.

Dropping frame-rate when looking towards a lot of people is usual. They don't even have to be within visual range. I guess you're dropping more frames than usual due to your computer, as ConscriptVirus stated.
