This isnt about newbshaming as fun as it would be. It would help admins a lot to balance a game and ensure somewhat experienced players take up leadership. Most of the hour 0 players came from games like operation flashpoint (think arma) and picked up BF2 because EA promised in the trailers it would be something that it was not in the end so early on many new players came with the right disposition to the mod.
I assume most new players never played a large scale military game before. If too many inexperienced players run things and squadlead it aint like the squad plays badly, a game wont happen to begin with most of the time leading to a bad experience nobody enjoys and new players quit.

how would this be implemented in the real world? I dont think it would work.. I think its more better if server admins scramble teams ..if the score is ridiculously slanted to one team.

As an admin, i find balancing new players isn't so much of a problem and nor does it harm the teams to a point of a total cluster fuk, than controlling the balance of clans and "veterans" wanting to play with each other.
One tip i do suggest to servers which i find helps a lot, run a "must join squad" script, this will (not 100% proof) allocate individuals, where an on the ball admin can pick up/find "new" players who in this case damage game play for others i.e free kit squads or SLs with 8 man sqd running around with LMG kit, which in no doubt will make me and im sure most of MeRk admins to have a chat with The Rambo.
Not that long of a process if you know what your looking for.

So what if a player has played Pr for 6 hours everyday for six months and another 6 every weekend?

On the other end of the spectrum, what if the player played it before the counting started and suddenly the counter starts, now everybody is considered a noob, this would basically "reset" everybody to zero and implement a simple 2 rank structure.

I have seen some guys use the [new] and [NEW] tag quite effectively to warn others about their inexperiece

It's amazing how much different the message can be by the presence of one word.
Noobs with an attitude = People with a bad personality.
Noobs with attitude = People with the right set of mind.

Well yeah but how do you know when to scramble? If you see a row of * on one side and few on the other you know when to scramble.

This isnt really a problem. I went with 6 months to be on the safe side assuming a guy plays twice per month. If a guy picks it up faster and he sets about joining a clan and is very integrated already nothing will happen if he drops it after 2 months of everyday playing. Unless we could agree of some sort of fine, paid to me. I promise to spend it all on booze and hookers.
I do not recommend you spend 6 hours everyday on videogames though.
